About the Organization:
Otsego Rural Housing Assistance Inc. (ORHA) is a 501c3 housing preservation company in Otsego County, the mission of which is “to address the housing needs of low and moderate income residents of Otsego County and to assist in improving housing and related retail and service establishments in rural communities within the county.” The organization has efficiently worked within this mission and has been actively involved in housing assistance and community development work directed toward county-wide programs and initiatives for more than 25 years. Over the past 10 years, four ongoing types of capital programs have remained consistent: Home Buyer Purchase and Purchase with Rehabilitation Grant Assistance; Accessibility and Independent Living Rehabilitation; Targeted Area Owner Occupied Home Rehabilitation; and Emergency Repairs for Elderly Low Income Homeowners.

ORHA provides a county-wide service through its relationship with the County of Otsego. In this capacity, the preservation company carries out grant writing and administration of the municipality's HUD/CDBG initiatives and provides housing consultation and work specification writing of disability modifications for Public Nursing/Medicaid households. ORHA administers the HUD Section 8 rental assistance program through a contract with DHCR and provides consultation services for individuals regarding home buying, tenant/landlord dispute, home construction and rehabilitation planning, and development entrepreneurship. Management of revolving loans, oversight of low-income housing management, HUD/CDBG grant writing and administration, and development planning are also made available to towns, villages, and organizations in the county.        

The Position:
Otsego Rural Housing Assistance Inc. (ORHA) is looking for an Assistant Director to train under the current Executive Director in order to continue the company’s mission. Research, networking, grant writing, and administrative planning are the essential components of this position.  Equally important is the ability to interact with local families, governmental bodies, and other service organizations. A creative approach to meeting housing needs and housing-related objectives is a must. 

This position offers experience with executive administration and advancement to the directorship of an established not-for-profit corporation.  The successful applicant will begin a shadowing role with the current Director and, as competence is gained, responsibilities and direct management will be shifted accordingly.  When the Board of Directors is confident in the capabilities of the Assistant Director, that individual will be appointed Executive Director.  
           
Applicants are asked to submit a brief resume of education, work, and training experience and a narrative that addresses specific topics associated with the position of Executive Director.  The written presentation should be clear and concise and should also summarize the applicant’s background, skills, and interests regarding each of the following:

·         Housing and community development in rural settings;
·         Budget planning and financial oversight; 
·         Administrative responsibilities under government regulations and contract law;
·         Familiarity with residential construction and methods of rehabilitation;
·         Ability to work professionally with others and to interact with local families; and
·         Knowledge and competence with up-to-date computer use.
           
Applicants may propose a starting salary for the six-month training/shadowing period. The new Director’s salary will be negotiated at the time of advancement.  Please submit applications by June 1, 2013. Candidates selected for further consideration will be notified byJune 15
