DiNapoli: General Electric Agrees to Examine Risks from New PCB Hotspots in Hudson

General Electric Corp. has agreed to prepare an analysis of the actions required to remove recently discovered polychlorinated biphenyl contamination contaminated sediments from the Hudson River and report its findings to shareholders, New York State Comptroller Thomas P. DiNapoli announced Monday. The analysis will be completed by the end of 2013. In response to the agreement, DiNapoli withdrew a shareholder resolution calling on the company to do such an evaluation.

DiNapoli and Saratoga DA Murphy: Former Fire District Treasurer Pleads Guilty to Stealing Taxpayer Funds

The former treasurer of the Charlton Fire District has admitted to embezzling $500,000 in public funds as the result of an audit and investigation by State Comptroller Thomas P. DiNapoli and further investigation by Saratoga County District Attorney James A. Murphy, III and the New York State Police.

DiNapoli: Argyle Clerk Rings Up $8K in Personal Debt on Town Credit Card

A former clerk in the Town of Argyle in Washington County used a town credit card to purchase more than $8,000 in personal expenditures, which included $2,900 to a flooring contractor and $1,500 to an insurance company, according to an audit released Monday by State Comptroller Thomas P. DiNapoli.

DiNapoli: Mill Neck Manor Overcharged Taxpayers by More Than $280,000

Mill Neck Manor School for the Deaf, a Nassau County provider of special education services for children with hearing disabilities, charged taxpayers more than $280,000 it wasn’t entitled to, including extra salary and benefits for the school’s executive director, according to an audit released Thursday by State Comptroller Thomas P. DiNapoli.

DiNapoli: Challenges Remain For New York City Budget

New York City’s budget is balanced in the current fiscal year and Mayor Bloomberg has presented a balanced preliminary budget for fiscal year 2014, but a number of issues pose significant budget risks in the years ahead, according to a report released Tuesday by New York State Comptroller Thomas P. DiNapoli.

DiNapoli: Nassau County Needs to Improve Contract Process

While Nassau County is following established guidelines for approving contracts, the authorization process often misses approval deadlines, according to an audit issued Thursday by State Comptroller Thomas P. DiNapoli. Auditors found that because of the lengthy review process vendors began working on half the contracts an average of seven weeks prior to the contract being signed by the county.

Statement from National Council of Nonprofits on Sequestration Cuts

Washington, DC - 
"While Washington lawmakers play the blame game over who is responsible for letting sequestration's automatic spending cuts go into
effect, America's nonprofits, and the people they serve, have been the first to suffer the consequences.

"Nonprofits have been in limbo for months already due to sequestration's uncertainty
with contract renewals held up as states and localities wait to see how they are affected by the cuts. While for-profit road-builders cease laying asphalt until payments are guaranteed, nonprofits continue providing needed services in their local communities. Nonprofits with government contracts and grants haven't kickedat-risk children out of group homes, cut back on care for mentally ill individuals, or stopped serving meals to seniors. Instead, nonprofits have continued operations as best they could, effectively subsidizing governments. 
"As the reality of sequestration cuts play out, the work of nonprofits is going to become even more difficult from multiple compounding factors as many are hit by direct funding cuts to programs, hit again as state and local governments cut their funding further to make up for their own budgets being cut, and hit a third time as people who are furloughed or laid off as part of sequestrationturn to nonprofits for help in unprecedented numbers. Charitable nonprofits are already severely depleted from doing so much more, for so many more, for so much longer, with so much less; they can no longer underwrite government's failures.
Nonprofit employees and board members can no longer pick up the slack as elected officials refuse to do their jobs...

DiNapoli Finalizes Fiscal Monitoring System

State Comptroller Thomas P. DiNapoli announced Monday his office has finalized plans to implement a statewide fiscal monitoring system that would publicly identify local governments experiencing financial strain.

DiNapoli: Inappropriate Payments Cited In Kingston Audit

The city of Kingston made $23,000 in improper payments to employees for unearned leave time, according to an audit released Thursday by State Comptroller Thomas P. DiNapoli. As a result of the audit, former fire chief Richard Salzmann was arrested and charged by Ulster County District Attorney D. Holley Carnright with offering a false instrument for filing in the second degree, a class A misdemeanor.

DiNapoli: Empire BlueCross BlueShield Paying Hospitals Windfalls For Special Medical Items

New York State health insurance provider Empire BlueCross BlueShield has routinely allowed hospitals to charge excessive amounts for special medical items such as implants, drugs and blood, because they did not sign agreements to limit reimbursement for those items, according to an audit of the New York State Health Insurance Program released Friday by State Comptroller Thomas P. DiNapoli.

DiNapoli: Utica Facing Continued Fiscal Challenges

The city of Utica continues to struggle with recurring budget gaps and has nearly depleted its fund balances, according to a fiscal report issued Tuesday by State Comptroller Thomas P. DiNapoli. The report is the latest in a series of fiscal profiles on cities across the state.

Local governments could do more to conduct background checks on individuals working in municipal youth program services, according to an audit released Friday by New York State Comptroller Thomas P. DiNapoli.

State Comptroller Thomas P. DiNapoli last Friday announced he has approved a $3.14 billion contract between the state Thruway Authority and Tappan Zee Constructors to design and build the new Tappan Zee bridge.

Fuller Road Management Corp., the not for profit corporation that runs the State University at Albany’s College of Nanoscale Science and Engineering, is fulfilling its duties to support and provide appropriate internal controls over operations and activities, and promoted an ethical business climate at the multi–billion dollar facility, according to a report released Friday by State Comptroller Thomas P. DiNapoli.

DiNapoli: State Tax Revenues Up, But Still Lag Projections

Tax collections through December totaling $46.4 billion were $48.3 million below the state’s latest estimates and $685.3 million below initial estimates in April. Higher than anticipated personal income tax collections in December likely reflect income paid before federal tax increases take effect in 2013 for high income taxpayers, New York State Comptroller Thomas P. DiNapoli said last week in releasing the December cash report.
